The Flex-C-Ment primer will bond to almost any substrate.
I have put it over gypsum many times

So what is the advantage in using a gypsum based scratchcote instead of the classic portland based scratchcote if you're just gonna put the lightweight portland based cement over it anyway? I can see the advantage if that gypsum based product is the final touch.

Well It's inexpensive, and you can hop it up so that you can form a hard substrate, and go over it in a very short time saving time.

Also it is very light and sets up ( as Wayne said) , very fast so time is not wasted. P.S. don.t forget to to scratch cote it before it sets up.
