Rubber Rocks?

I came across a job today.  Customer wants rock coping along their lazy river.  Thing is they want it soft, rubber like, so they dont get hurt.   Its actually in the rapids section of this lazy river. 

 

I've done the hard stuff my whole career, never soft.  Anybody got any idears?

round the edges of the rocks or possibly cote every thing in colored urethane after

It's your name and company on the line, I would pass on this one. Anything rubber or foam is going to break down with people running into it, the sun will go to work on it, fade and crack the surface. Tell them to wrap the kids in bubble wrap.
